Suddenly, Allied spies cut contacts with their headquarters, and were seen operating with KGB agents. Premier Alexander Romanov was installed by Allied leaders to the position of Soviet premier and was to keep the USSR in peaceful relations with the West.
Both the Allied campaign and the Soviet campaign start after the events of the original Red Alert, in which the USSR was defeated by the Allies after attempting to "bring revolution to world".
